Governance Independence from Inference Provider

Type: FIELD NOTEAuthor: Jason CrittendenDate:

Deterministic policy evaluation is model-independent by construction. If governance correctness depends on which model provides inference, governance is not deterministic.

This is not about neutrality as a market strategy. It is about neutral as a structural requirement for governed execution.

A governance system that produces different authorization decisions depending on which model provides inference has not separated authority from cognition. When the model changes, the governance boundary changes.

Governance must be verifiable, reproducible, and auditable independent of model composition or inference provider. The authorization layer should evaluate the same inputs and produce the same decisions regardless of whether inference is provided by Model A, Model B, or Model C.

This is not vendor lock-in avoidance. It is the definition of deterministic governance.
